Overview:
Founded in 2002 by President William J. Clinton,
the Clinton Health Access Initiative (CHAI) is a global health
organization committed to strengthening health systems and expanding
access to care around the world. From the start, our work has had a
transformational impact. For instance, our work in lower global HIV drug
and commodity prices helped South Africa cut the price of viral load
tests by 50%, making it the cheapest program in the world. CHAI’s
programs have helped more than four million people access treatment for
HIV/AIDS at reduced costs, and have led to more than $1 billion in
savings for developing countries. Our impact has since evolved to areas
like vaccines, malaria, health systems strengthening, and maternal child
health in more than 25 countries and is maximized by our
business-oriented approach to public health. Unlike other implementers,
CHAI does not operate stand-alone programs, nor does it build parallel
health systems. Rather, CHAI works at the invitation of governments to
strengthen and sustain their capacity to provide long-term health care
for their citizens.
Our
health financing work is a relatively new addition to the CHAI
portfolio, and was developed in response to requests from government
partners for technical support in this area. As a result of today’s
global financial environment, donor resources are becoming increasingly
constrained. Governments have ambitious goals, ranging from universal
access to HIV treatment to malaria elimination and universal health
coverage. In order to achieve these goals in this environment, there is a
need for increased government ownership and coordination so that they
can sustainably coordinate their response. To achieve this vision, we
support governments to improve understanding of resource needs, to
improve management of existing resources, and to secure and sustain
health funding, increasing government ownership by reducing dependency
on external aid over time.
Responsibilities:
The Clinton Health Access Initiative (CHAI) is looking for a Health Financing Associate to
support CHAI’s in-country Health Financing efforts in several target
countries. The location of this post is flexible. The Health Financing
team supports these governments to develop and implement robust
strategic planning processes, pursue opportunities to obtain additional
funding, optimize the allocation of existing resources for disease
priorities with a focus on HIV, and identify and scale effective models
of service delivery for HIV treatment. The Associate will work very
closely with the Country Team Program Managers, Analysts, and relevant
stakeholders in the focus countries, to generate the evidence needed to
inform decisions regarding strategic planning, efficient allocation of
resources, financial management, health financing reforms, treatment
optimization, and new funding opportunities.
The
Associate will provide critical technical support in the quantification
and mapping of funding needs and available resources, understanding
current costs of interventions, helping the governments identify funding
gaps, and access additional resources. The Associate will be a part
of a team that works very closely with several partners in each of the
target countries including, but not limited to: the National AIDS
Commission, Ministry of Health, Ministry of Finance, donors, NGOs, and
civil society. The Associate will be called upon to support these
efforts both strategically and analytically.
This
is a challenging, but very rewarding position which will have direct
impact on tens of thousands of people in need of life-saving
interventions. It is an opportunity to work closely with in-country
teams to identify and promote opportunities for sustainable financing of
the HIV/AIDS response, provide critical skills, and develop systems and
tools that will increase access to, and better management of resources.
Responsibilities:
Provide
robust strategic and analytical support to the in-country HIV financing
teams, and actively participate in structuring the analytical approach,
problem solving, and providing technical support to the government in
areas such as:
- Drive internal strategic planning and coordinating activities, communication, and deliverables within the global team and across several country teams;
- Assist with the overall management of work streams;
- Manage communication with CHAI country teams and support reporting requirements to program donors;
- Develop quantitative models to assess opportunities for improved efficiency and effectiveness of various interventions;
- Support country teams to drive changes in policies, guidelines, and operational change involving the government, partners and other stakeholders;
- Support the development of proposals or applications to help target countries access additional funding; and
- Analyze specific funding flows and support the identification of potential areas of inefficiencies, resource needs, and resource reallocation.
Qualifications:
- A Bachelor’s degree from a well-recognized, high-caliber institution in a relevant field. Masters in Economics, Health Policy, or Business or equivalent experience preferred
- A minimum of 3+ years of experience in a private or public sector enterprise, with increasing levels of responsibility and experience managing other individuals
- Very strong quantitative skills, including experiencing developing or evaluating financial models
- Excellent verbal, visual and written communication skills
- Understanding of key principles of health economics and related qualitative methodologies (cost effectiveness/budget impact/burden of illness)
- Strong interpersonal skills and proven ability to build relationships in a multicultural environment with high-level stakeholders (e.g. senior leadership of major health organizations)
- Experience conceiving, planning and executing programs or projects with verifiable results and little external support
- Ability to multi-task and to be effective in high-pressure situations, and able to adapt to fast-paced and changing environments, both internally and externally
- Ability to work independently on complex projects and solve challenging problems with limited structural or operational support
- Strong analytical skills and technical proficiency with MS Excel and PowerPoint
- English language fluency, both written and verbal Excellent organizational and problem solving skills
Advantages:
- Work experience in management consulting, finance and similar private enterprises, or in economics and public sector financing
- Knowledge of/experience with the Global Fund proposal development process as well as knowledge of other donor funding mechanisms and processes (e.g., IHP, SWAp, HIPC funds, etc.)
- Experience working in developing countries, particularly in the health sector
- Experience working with recipient country governments and international partners in country
- Programming languages proficiency such as python, and good facility with Microsoft ACCESS or similar open source software
- Knowledge, experience and interest in innovative financing approaches for developing countries
Please note that this role will include 70% travel and will support multiple country locations in Africa.
