1 vacancy - Roanoke, VA- Serves as first line supervisor to VR&E staff working in Virginia.
- Assist the Vocational Rehabilitation & Employment Officer (VREO)/Assistant Vocational Rehabilitation & Employment Officer (AVREO) in implementing the concept of rehabilitation and the integrated approach to rehabilitation within the VA through Liaison and coordination with Veterans Hospital Administration (VHA) personnel at medical center, outpatient clinics and other facilities.
- Assists in the progress of understanding, implementing, and monitoring a management system of work measurements, quality review, program evaluation and accountability and a management information reporting system as it applies to the Vocational Rehabilitation & Employment Division (VR&E). This includes Integrated Disability Evaluation System (IDES) and Vet Success on Campus (VSOC) facilities.
- Reviews Veterans' Counseling, Evaluation, Rehabilitation (CER) files to ensure compliance with regulations and procedures and to promote among staff members high quality of performance entitlement determinations, evaluation, planning, rehabilitation and placement services.
- Assists in negotiating contracts with and organizing programs at special rehabilitation facilities so that VR&E staff can use such facilites in tailoring courses of training for special rehabilitation procedures required for seriously disabled Veterans and dependents under Chapter 35.
- Responsible for the technical aspect of job development, placement and follow-up, outreach, motivation, contract negotiation, affirmative action, and appellate procedures as required of professional staff.
- Assists in assigning and allocating programs resources, directing and reviewing personnel within the assigned staff complement to accomplish the changing initiatives and emphasis established by Central Office (CO) program managers.
- Conducts local Quality Assurance (QA) Reviews.
- Supervises the activities of the counseling and the support staff, makes decisions on problems presented by subordinates, advises on problems in the division and assesses the impact of those problems on the VR&E programs and those of related Veterans Benefits Administration (VBA) programs; evaluates the performance of subordinates.
QUALIFICATIONS AND EVALUATIONS
Qualifications Required:
This position is covered by a single agency qualification standard, VA Handbook 5005/6, part II, appendix F2, dated June 3, 2004. All applicants must meet the Basic Educational Requirements and Specialized Experience described below, to qualify.BASIC EDUCATIONAL REQUIREMENT: Satisfactory completion in an accredited college or university of all the requirements for a master’s degree in rehabilitation counseling, including a supervised internship; or a master’s degree in counseling psychology or a related field, including at least 30 semester hours of course work in foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship. [For master’s degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master’s degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.]
GS-13: Must meet the basic educational requirements listed above AND Specialized Experience: In addition to meeting the Basic educational Requirements stated above, one year of post-graduate level professional vocational rehabilitation counseling experience, equivalent to the GS-12 level is required.
Specialized experience may have been gained while working with vocational rehabilitation service programs at the Federal, State, Local or private sector levels which required performing initial evaluations; entitlement determination; rehabilitation planning; problem solving; case management, including coordination of all rehabilitation services; case documentation; employment service; administration and interpretation of vocational testing; instructing and interaction with a variety of clients, professionals and potential employers; Interpreting and applying Federal and State vocational rehabilitation laws and regulations in the provision of services to disabled clients; Providing individual counseling to emotionally and physically disabled adults; and coordinating the service necessary to prepare mentally and physically disabled adults for suitable employment.
NOTE: SUBSTITUTION OF WORK EXPERIENCE ONLY APPLIES TO THE INTERNSHIP REQUIREMENT. IT DOES NOT REPLACE OR SUBSTITUTE THE BASIC EDUCATIONAL REQUIREMENT OF A MASTER'S DEGREE.
[NOTE: If one year of work experience is credited for determining minimum qualifications, that year cannot also be used for determining grade level. For example, for candidates with two years of qualifying work experience, but no internship/practicum, the first year of experience is used to meet the basic requirement and the second year of experience to qualify for GS-11.]
The primary degree required under this single-agency standard is Rehabilitation Counseling. For related degree programs other than Rehabilitation Counseling the focus of the master's degree program must have been on rehabilitation counseling as evidenced by the coursework required for the degree.
Supervised Internship – you must describe the duties and responsibilities performed during your supervised internship. Include the dates of the internship(s), where the internship(s) was performed, number of hours completed, and the name/title/phone number of the individual that supervised your internship.
There is no substitution of work experience for the basic educational requirement.
NON QUALIFYING EXPERIENCE:
Vocational rehabilitation experience obtained prior to completion of
the requirements for the master’s degree is not qualifying.
Specialized Education:
Master’s degree in rehabilitation counseling, including a
Supervised internship; or a master’s degree in counseling psychology or a
related field, including at least 30 semester hours of creditable
course work and a supervised internship.Awarded/Conferred Masters Degree required.

FOREIGN EDUCATION: To receive credit for education completed outside the United States, you must submit original official college transcripts from an accredited educational institution that specializes in the interpretation of foreign educational credentials and that education has been deemed at least equivalent to that gained in conventional U.S. education programs.
Supervisory Requirements: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, including the following abilities to: assign to and review work of subordinates, train and work effectively with subordinates from a variety of backgrounds and with different levels/areas of training; accomplish the quality and quantity of work expected within set limits of cost and time; plan own work and carry out assignments effectively; communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the work; understand and further management goals as these affect day-to-day work operations; develop improvements in or design new work methods and procedures; deal effectively with individuals or groups representing widely divergent backgrounds, interests and points of view; plan and adjust work operations to meet emergency or changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; establish program objectives or performance goals and to assess progress toward their achievement; coordinate and integrate the work activities and resources of several organizational segments or of several different projects; analyze organizational and operational problems and develop timely and economical solutions; and represent the activity both within and outside the organization or agency and to gain support for the agency's program goals. In addition, candidates must demonstrate the following personal qualities: objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; capacity to adjust to change, work pressures, or difficult situations without undue stress; willingness to consider new ideas or divergent points of view; and capacity to "see the job through."

Knowledge, Skills, and Abilities: Applicants must possess training and experience that clearly demonstrates the following knowledge, skills, and abilities. This training and/or experience MUST be reflected by descriptions of your experience in your resume.
- Knowledge of vocational rehabilitation counseling and case management techniques.
- Knowledge of different diagnostic assessment processes used in vocational, educational, rehabilitation, or personal adjustment counseling and effects of disabilities on employability.
- Ability to understand and apply a large body of vocational rehabilitation laws, rules and regulations to develop a written plan of vocational rehabilitation.
- Knowledge of Federal, State, and local laws, regulations, policies, guides, procedures, and judicial determinations applicable to veterans benefits programs (particularly vocational rehabilitation and education) or similar programs.
- Knowledge of Human Resources Management systems administered on merit principles.
- Ability to manage and/or supervise (plan, organize, direct, control, review, etc.) the work activities of subordinates.
- Ability to analyze (i.e. review and evaluate), comprehend, apply decision derived from a variety of data or complex information.
- Ability to establish and maintain effective communication (oral and written) with persons both within and outside an organization, from many different backgrounds and with different levels of education and competence.
