DUTIES

Location:  Financial Service Center, Austin TX

The individuals will serve as Civilian Pay Clerk the Payroll Services Division at the Financial Services Center in Austin, Texas. Technology is moving rapidly forward. With the expansion of services offered to customers, employee should have the ability to gain and apply the knowledge to effectively use the timekeeping system, as well as for PAID/DCPS System.  The employee works under the direct supervision of the payroll supervisor. A regular review of the employee work is conducted by the payroll supervisor.  He/she performs work in direct support of accounting, human resources, budget, procurement, purchasing, management analysis, or operating program analysis.  He/she provides clerical, assistant, or technician level support from within an Administrative Office or from within a functional component such as the Human Resources Office, the Budget Office, the Purchasing Office, or a comparable setting.  He/she performs clerical, assistant, or technician level work in support of a budget, accounting, auditing, payroll, fiscal, and/or financial management function.  He/she performs budget administration support, financial systems support, payroll, cash processing, voucher examination, and accounting technical work.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-04. At the GS-3 grade level, the employee performs assignments of a more limited scope and with less independence. The employee will progressively acquire the background necessary to perform at the full performance level of GS-04.  Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.  Promotion is not guaranteed and no promise of promotion is implied.

QUALIFICATIONS AND EVALUATIONS

Qualifications Required:

GS-03:   One year above high school .  This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.  Unofficial transcripts are required if basing your qualifications solely on education.

GS-04:  One year of general experience in performing duties clerical duties in a payroll office.

OR

GS-04: 2 years above high school.  This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.  Unofficial transcripts are required if basing your qualifications solely on education.

AND

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job).  Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position.  Applicants who do not meet it are ineligible for further consideration.   The selective placement factor for this position is: Knowledge in an automated payroll systems.  This experience must be reflected in your application or resume in oder to receive further consideration.

You will be rated on the following competencies as part of the assessment questionnaire for this position. 1. Knowledge of policies, precedents, goals, objectives, regulations and guidelines of the payroll function support.
2. Knowledge of payroll processing information technology to software and hardware sufficient to properly maintain customer pay accounts and analyze queries to determine the appropriate courses of action.
3. Ability to communicate orally and in writing in order to effectively answer customer queries.

PHYSICAL REQUIREMENTS:  The work is primarily sedentary with some carrying of computer reports, boxex, and ledgers.
