Johnson VA Medical Center serves more than 53,000 veterans in 22 counties along the South Carolina and Georgia coastline in our main Medical Center or one of six community-based outpatient clinics.   The main Medical Center provides acute medical, surgical, and psychiatric inpatient care, as well as outpatient primary and mental health care to low country veterans who require more than 659,000 outpatient visits and approximately 4,300 inpatient stays annually.  The 117 bed hospital currently operates 96 beds and a 28 bed nursing home unit.  Charleston VAMC supports the Vet Centers in North Charleston, Myrtle Beach, South Carolina and Savannah, Georgia.

DUTIES

Additional Duty Location Info:

1 vacancy - Charleston, SC
The incumbent will be assigned to the Charleston Vet Center and will be responsible for providing leadership, management and supervision of all Vet Center clinical and administrative activities and plans, coordinates, monitors, evaluates and supervises treatment services offered by the Vet Center Staff. The duties of the Team Leader are quite complex and demanding. The incumbent must possess a high degree of clinical skills, including the unique skills needed to work with eligible veterans and their families, and to supervise and provide consultation to professionals and pra-professionals providing clinical services. In addition, the incumbent must possess the capability to perform the administrative tasks required in a community-based office, of a program with unique working relationships with a wide range of VA facilities and community organizations.
Must have knowledge skills, and abilities in the following areas (You MUST submit the following in narrative format and submit with your application as this information will be used by the Professional Standards Board: 1.  In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
2.  Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.
3.  Ability to supervise multidisciplinary staff assigned to the program.
4.  Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).
5.  Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.
Tour of Duty: M - F; 8:00am to 4:30pm

QUALIFICATIONS AND EVALUATIONS

Qualifications Required:

BASIC REQUIREMENTS: The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. 7402(b)(9), as amended by section 205 of Public Law 106-419, enacted November 1, 2000.  To qualify for appointment as a social worker in VHA, all applicants must:
a.  Citizenship.  Be a citizen of the United States.  (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part.)
b.  Education.  Have a master’s degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE).  Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited.  A doctoral degree in social work may not be substituted for the master’s degree in social work.
c.  Licensure.  Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master’s degree level.  Current state requirements may be found on the OHRM website. 
d.  Physical Requirements.  Must meet the physical standards established for this position.
e.  English Language Proficiency.  Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
Experience, Education and Licensure.  Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level.  Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.  They may have certification or other post-master’s degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.  In addition, the candidate must demonstrate the professional KSAs in subparagraph below.

Receiving Service Credit for Earning Annual (Vacation) Leave:  Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.   VA may offer newly-appointed Federal employees credit for their job-related non-federal experience or active duty uniformed military service.  This credited service can be used in determining the rate at which they earn annual leave.
