Duties:

This position is located in the Office of Labor Management Relations (LMR). As a Staff Director, the incumbent will assist the Deputy Assistant Secretary (DAS) for LMR in formulating policies and programs to ensure that the Department's bargaining obligations, collaborative labor relations goals, and LMR training goals are accomplished.  The incumbent is responsible for planning, coordinating and overseeing the operations of the organization; keeping the DAS fully informed of significant activities; and overseeing the provision of a variety of services and activities in support of Department-wide national labor relations strategies, plans, and operations.



Duties include, but are not limited to:



    Plays an integral part in the decision-making process involving all aspects of the management of resources for the Office and advises the DAS on matters relating to managerial efficiency, work flow and human resources management.
    Manages the entire scope of Department-wide LMR products, services and programs in conjunction with the DAS.
    Serves as the first level supervisor for the LMR staff.
    Ensures compliance with applicable public laws, executive orders, federal regulations, and established VA policies and directives.
    Reviews materials prepared by LMR staff to assure that the communication is clear and effectively transmits the intent of the DAS and the Department.
    Serves as a key player in the development of the Department's national LMR priorities.
    Recommends general policies, plans, procedures and standards for program formulation and operational activities related to the achievement of LMR goals and objectives.
    Monitors the implementation, on a nationwide basis, of new LMR policies and programs approved by the DAS, the Assistant Secretary for Human Resources and Administration, or the Secretary.



Performs other duties as assigned.
