Overview:
The Clinton Health Access Initiative (CHAI) is a
global health organization committed to strengthening integrated health
systems in the developing world and expanding access to preventative
health interventions such as vaccines, as well as care and treatment for
HIV/AIDS, malaria and other diseases. Based on the premise that
business-oriented strategy can facilitate solutions to global health
challenges, CHAI acts as a catalyst to mobilize new resources and
optimize the impact of these resources to save lives, via improved
organization of commodity markets and more effective national and
sub-national level management. Currently, CHAI partners with governments
in more than 25 countries, while more than 70 countries directly
benefit from the low-priced drugs, diagnostic tests, and vaccines
agreements that CHAI has negotiated.
There
is an unprecedented wave of new vaccines expected to become available
within the next decade that could transform the global burden of
disease, and CHAI is applying the techniques it has used successfully to
improve access to HIV/AIDS and malaria treatment in developing
countries to achieve the same results for essential vaccines and vaccine
cold chain equipment. In order to increase vaccine cold chain capacity
to cater for the introduction of new vaccines, national governments and
donors will expect to spend up to USD$1.7 billion to purchase and
operate cold chain equipment over the next 10 years. Given the current
difficult financial climate, governments and donors may be unable to
meet this escalating cost burden. As a result, the pricing and market
conditions of new and existing vaccines and vaccine cold chain equipment
will be a critical determinant of coverage levels and, therefore,
health impact in the coming years.
Driven
by the belief that all children deserve fair equitable access to the
latest life-saving vaccines, CHAI has already begun to work with key
partners to negotiate price reductions for major vaccines. This work has
resulted in a reduction in the price of rotavirus vaccine by
two-thirds, resulting in savings of over USD$600M for global donors and
governments over 5 years. Efforts on other antigens and vaccine cold
chain equipment are currently underway. By working with key
stakeholders, the CHAI Global Vaccine Markets program aims to support
the achievement of affordable yet commercially sustainable vaccine and
vaccine cold chain equipment prices, thereby increasing value for money
and enabling accelerated introduction of new vaccines in developing
countries.
To
support this work, CHAI is looking to hire a Country Procurement &
Engagement Analyst. As part of the Global Vaccines Markets team, this
Analyst will support CHAI’s in-country vaccine teams and Ministries of
Health in four countries (Ethiopia, Mozambique, Nigeria, and Tanzania)
to achieve affordable yet commercially sustainable global vaccine cold
chain equipment prices.
Responsibilities:
We are seeking a highly motivated individual with
outstanding analytical ability, communication skills, and academic
credentials. The successful candidate will adhere to the core CHAI
values of resourcefulness, entrepreneurialism, flexibility,
independence, humility, and work ethic. The Country Procurement &
Engagement Analyst’s role includes but is not limited to the following
responsibilities:
- Lead the development of country engagement strategies and support CHAI country teams and Ministries of Health in Ethiopia, Mozambique, Nigeria, and Tanzania to develop and implement negotiation and procurement strategies to achieve optimal product selection and prices for vaccine cold chain equipment. Explore opportunities to expand work beyond these four countries to include other high-volume developing countries (e.g. in Africa or Asia).
- Develop a global demand forecast model for vaccine cold chain equipment, based on country inputs and analysis of global markets trends.
- Manage the consolidation of cold chain equipment purchasing across buyers within specific countries and across regions/countries, so as to ensure higher purchase volumes and thus lower prices.
- Cultivate relationships with vaccine cold chain equipment suppliers that have the potential to become significant, quality-assured producers of relevant new cold chain technologies appropriate for developing markets. Based on market intelligence from CHAI countries, build and maintain these relationships by providing valuable market insights to the suppliers to inform product design and reduce total cost of ownership.
- Support CHAI in-country teams, Ministries of Health, and other partners to calculate the total cost of ownership for vaccine cold chain equipment in specific country contexts, based on local inputs such as labour costs and electricity prices, and provide support to CHAI country teams to work with partner Ministries of Health to procure optimal cold chain equipment based on this analysis.
- Prepare presentations, reports, and other analyses based on country-level data to inform global policy and increase the evidence base for high-impact interventions. These presentations will be disseminated effectively within CHAI and to relevant external partners including manufacturers and partners such as the World Health Organization, The Bill and Melinda Gates Foundation, the GAVI Alliance, and UNICEF.

Qualifications:
Minimum Qualifications:
- Minimum 2 years of work experience (candidates with additional experience may be considered for a more senior Associate level role).
- A Bachelor’s degree in Business, Finance, Public Health, Engineering, Economics, or other related disciplines.
- Ability to work independently and effectively in a high-performance, dynamic environment and handle multiple priorities simultaneously.
- Exceptional analytical, research and presentation skills for both qualitative and quantitative data. Proficient in MS Excel, Powerpoint and Word. Specifically, ability to build complex Excel models.
- Excellent oral and written communication skills
- Strong interpersonal skills with proven ability to build relationships with multiple stakeholders and people from diverse business cultures and geographies
- Entrepreneurial mindset, including ability to work independently and self-motivate
- Ability to travel approximately 30% of the time, primarily to CHAI program countries in Africa/Asia
Preferred Qualifications:
- Master's degree in a relevant subject.
- Candidates with experience working in management consulting or investment banking are encouraged to apply.

- Experience working with vaccines or cold chain equipment manufacturers.
