Job Responsibilities:
Provide long-range strategic leadership for marketing and program development for a set of projects and countries on behalf of the Health Policy and Systems Division. Provide technical guidance and managerial oversight for assigned programs. Supervise the project managers/Chiefs of Party of projects within the portfolio and other technical officers and finance/contract administrators as assigned. Lead specific capture and proposal development efforts in assigned country and specialty areas.

Specific duties include:
- In collaboration with project teams, develop high quality workplans for projects assigned.
- Ensure technical quality of projects and programs assigned through selection of appropriate technical assistance and support, review of products and reports, and compliance with contract deliverables, workplans and budgets.
- Assess, monitor and manage technical, financial, security and contractual risk for all country projects.
- Oversee financial projection, tracking and reporting for projects assigned.
- Ensure compliance with Abt, USG and other contractual requirements.
- Identify staffing needs and participate actively in recruitment and hiring processes.
- Support staff by assisting in identification of training and professional development opportunities and other incentives.
- Oversee documentation and dissemination of projects' major achievements, success stories and best practices. Ensure that field-based evidence and best practices are effectively communicated to the client and are shared within the division and company.
- Maintain excellent relationships with country counterparts and funder/donor clients.
- Participate in division strategic planning and development of marketing plans.
- Champion new business efforts in assigned geographic and technical areas.
- Lead entire cycle of proposal efforts from pre-planning to award/implementation.
- Masters Degree (minimum) or a PhD (desirable) in Management, Business, Public Health, Economics, or other relevant field.
- At least 15 years of highly relevant experience with a Masters Degree or 8-10 years with a PhD. Relevant experience includes international health project management, health systems strengthening, health policy and planning, service delivery management, quality improvement, and evaluation of health systems/programs.
- A significant amount of relevant overseas international development experience is required.
- Proven track record of significant business development successes.
- Excellent technical proposal writing skills required.
- Financial and contract management of international development projects is required.
- Thorough knowledge of USAID contract procedures, regulations, and policies is required.
- A demonstrated ability to lead a team of technical, management, and administrative professionals.
- Strong English and/or French communication skills (written, verbal, listening and presentation) are essential, as are strong interpersonal and consensus-building skills.
- Dynamic with energy to manage intense workload and to manage many complex tasks simultaneously.
- Experience in working in culturally diverse settings as well as managing cultural diverse staff.
- Sound PC skills including Microsoft Word and Excel.
