Organization Overview: The Social and Economic Policy Division helps guide development of the nation's prominent policies and programs. Our contributions—at all government levels—have resulted in better programs on housing, community revitalization, education, workforce development, income security, food assistance, and in support of children, youth, and disadvantaged families. Our clients include the Departments of Housing and Urban Development, Education, Health and Human Services, Labor, Veterans Affairs, and the Food and Nutrition Service, among others.
Minimum Qualifications:
BA/BS with 3 - 5 years of experience OR MA/MBA (Entry Level) years of experience OR the equivalent combination of education and experience.
Job Responsibilities:
  1. Applies general and specialized knowledge of principles, concepts and business operations in the field(s) of specialization. Using independent judgment and discretion applies standard and non-standard quantitative and qualitative methods and techniques.
  2. May participate in the contract proposal process by assisting with the first draft or by independently completing modifications for moderately complex portions of the process. Coordinates and compiles data and backup materials to ensure fulfillment and compliance to standards. May train and assist less experienced staff and troubleshoot questions and problems.
  3. Applies knowledge of resources to review professional journals and publications to extract and summarize relevant information for proposals and research projects. Uses internet-based search techniques to expand knowledge of subject matter, resources and available tools. Summarizes findings for review and takes initiative on collaborations with client and project team.
  4. Exercises initiative to refer complex non-routine matters. Coordinates information for review to ensure adherence to schedule, plans, goals and budgets. Independently analyzes issues to reconcile and resolve problems. Applies knowledge and experience of general operations, systems, and project procedures and in depth knowledge of subject matter. May assist with the development or recommendation of new procedures.
  5. Implements procedures for data collection, manipulation and analysis during all project phases. May participate in the establishment of new or revised systems, policies or methods.
  6. Applies intermediate to advanced skills in spreadsheet, database, and statistical programming packages (in particular SAS). May validate data and/or perform statistical modeling and forecasting and trend analysis using creative judgment on assignments of moderate complexity.
  7. Develops charts, graphs and presentations applying intermediate level application skills. May assist on high impact and complex projects. May manage project components, delegating and reviewing work for accuracy, and quality.
  8. Keeps abreast of trends and developments in related fields. May attend formal training to enhance technical and/or system application or quantitative/qualitative analysis skills.
  9. May represent company at to professional association meetings, recruitment gatherings and in-house events.
Skills Prerequisites:
  • Intermediate or advanced SAS programming skills required.
  • Excellent analytic, organizational, and communication skills required.
  • Preferred candidates thrive in a dynamic and fast-paced environment.
